What the DoH requires, stated narrowly from its own documents: its Health Information Exchange standards page says the DoH mandates specific coding standards and data classification for information transmitted from source systems to Malaffi. Circular USO/10/2026 (19 January 2026) requires healthcare facilities to comply with the data reporting requirements to Malaffi for the datasets applicable to their facility type; circular USO/30/2026 (19 February 2026) requires clinicians to use Malaffi before requesting laboratory or radiology examinations; circular USO/171/2026 (listed 7 September 2026) extends mandatory onboarding to traditional, complementary and alternative medicine centres. These documents do not support a claim that every use of Malaffi, or any particular feature, is mandatory.
